A won tender: the buying signal the state publishes for you

Most writing about public tenders teaches you how to bid. This is about something else. A company that has just won a public contract has a signed agreement, a deadline and a budget. It often has to buy fast: subcontractors, equipment, people, software, transport. In Poland the award is published, dated and linkable. That makes it close to an ideal buying signal.

Why a won tender is a good moment to talk

A buying signal is a dated, publicly checkable event that gives a company a new reason to buy. A won tender meets all three conditions. It has a publication date. It has a source anyone can open. And it creates real demand, because the contract has to be delivered on the dates written into it.

After a win the workload changes, and the team is rarely ready in advance. A construction contractor looks for subcontractors and materials. A company that won an equipment supply contract needs logistics and service. An IT provider working for a public body hires and buys tools. All of this happens within weeks of signing.

There is a second party: the contracting authority. Ministries, hospitals, universities and municipal companies are buyers too, but they buy through procurement, not through a sales conversation. This article is about the contractors: private companies that won and now buy like any other business.

Where to check: three public sources

All three are public and open without an account. What you find there has a date and a stable address, so it works as evidence in your first line.

  • The Public Procurement Bulletin (BZP) on e-Zamówienia. Since 2021 Polish national procurement notices are published in the BZP, which runs on the e-Zamówienia platform (ezamowienia.gov.pl). It holds the contract notices and, after the award, the result notices that name the winning contractor. The notices are in Polish; a browser translation is enough to read them.
  • TED, the EU tenders journal. Contracts above the EU thresholds go to the Official Journal of the EU, searchable on TED (ted.europa.eu). These are usually the largest contracts, with the longest delivery and the biggest purchasing need on the contractor's side.
  • Procurement plans of public buyers. Article 23 of the Public Procurement Law requires a large share of public buyers to publish an annual procurement plan in the BZP, within 30 days of adopting their budget. It says what the body intends to buy that year. It is an earlier signal than an award, and a weaker one, because nobody knows yet who will win.

Which procurement document is a signal, and which is noise

Not every notice tells you something about the company you want to reach. This table sorts them by what they mean for a seller.

DocumentWhat it means for you
Award (result) noticeThe strongest signal. You know the contractor, the subject and the date. The company has a budget and a deadline.
Record of bids openedYou know who bid. It shows activity, not purchasing. Most bidders lose.
Contract noticeIt describes the public buyer's need. Useful if you sell to companies that bid for public work.
Procurement planA signal months ahead. Good for planning, too weak for an opening line.

How long the signal stays fresh

Most of the contractor's purchasing happens at the start of delivery, in the first weeks after signing. That is when the team, the subcontractors and the suppliers are put together. A few months later the decisions are made and a new supplier has a harder conversation.

Pursiva scores freshness with one fixed rule. An event up to 30 days old earns full freshness. After that the value falls linearly to zero at one year. A signal without a date counts as six months old. It is a simple rule, and it keeps a list from presenting a two-year-old contract as news.

For multi-year contracts, watch the later stages too. A new delivery phase, an amendment or a follow-on order from the same buyer are separate events, each with its own date.

Turning an award into an opening line

A good first line names the event, gives the date and connects it to what you sell. For example: "I saw that in September your company won the contract to upgrade the network at a district hospital. Contractors on projects like that often need extra on-site technicians. That is what we provide." The reader knows at once how you know and why you are writing now.

What to avoid: empty congratulations, implying you know more than the notice says, and writing to a company whose contract has nothing to do with your offer. A won supply of office paper is no reason to pitch an ERP system.

Write to the company, not to a person named in the notice. Procurement documents sometimes contain names and contact details. Pursiva neither collects nor shows them. People inside a company are described by role only.

What Pursiva does with it

A public tender is one of the eight signal types Pursiva looks for in every run. The model reads public sources, and every stored signal carries the address of the page it came from. No why-now sentence is written without a stored source and a date.

A tender alone does not make a company a good customer. Fit with your offer comes first: industry, size, region, exclusions. Timing comes second. So a won tender lifts a company in the ranking only when the company already fits what you sell.

The run delivers itself within an hour of payment. You get up to 40 ranked companies, each with a reason it fits and signals linked to their sources.

Frequently asked questions

Where can I see who won a Polish public tender?
For national contracts, in the Public Procurement Bulletin on the e-Zamówienia platform (ezamowienia.gov.pl), in the result notice. For contracts above the EU thresholds, on TED (ted.europa.eu). Both are public and every notice is dated.
Can I contact a company that won a tender?
The company, yes, with a concrete reason tied to your offer. The channel and form of contact are still governed by electronic communications and data protection rules. Pursiva does not provide contact details or names. You get a description of the company, the signal and its source.
How long is a won tender a good reason to reach out?
Best in the first weeks after the award is published, while the contractor assembles its team and suppliers. In Pursiva's scoring a signal up to 30 days old earns full freshness, then loses it linearly to zero at one year.
